4. Management and Resources
- 4.1 National Convenor
Management control of a National Secretariat for the HWCA lies with a National Convenor. The position of National Convenor revolves amongst the Australian Workers' Compensation Authorities on a two yearly basis with the Convenor elected by the Chief Executive Officers of the schemes.
- 4.2 National Secretariat
The National Secretariat facilitates the planning of the activities of the HWCA and communication amongst the workers' compensation jurisdictions.
The National Secretariat has no public profile and is accountable to all members of the HWCA. All external communication by the Secretariat requires prior approval by the members of HWCA or in urgent situations the National Convenor.
Management control of the Secretariat is the responsibility of the National Convenor with administration support provided by the jurisdiction from which the National Convenor is drawn. Therefore, for administrative ease, staffing of the National Secretariat also revolves amongst the jurisdictions on a two-yearly basis.
- 4.3 National Working Groups
The HWCA may direct or delegate certain initiatives for progression by a working party comprising representatives from each workers' compensation jurisdiction. Working groups should develop a project plan including outline of activities, timetable and a communication strategy for approval by HWCA prior to commencement of activities. The working groups will report against the project plan at each meeting of the HWCA.
- 4.4 Proceedings of the HWCA
To achieve accountability and continuity the HWCA convenes on a four monthly (three time a year) basis to review, approve and direct the activities of the Secretariat and Working groups. Minutes of each meeting will be maintained and circulated by the Secretariat and approved by all members at the following meeting.
- 4.5 Resources
As mentioned in section 4.2, costs of administrative support and staffing of the National Secretariat are the responsibility of the jurisdiction from which the National Convenor is drawn.
The HWCA as a body has no budget. Funding required for any major initiatives will be contributed pro rata by the jurisdictions.
